Despite COVID-19 restrictions in many of our client institutions, our Revenue Specialists continue to work and push our projects forward. Over the past months, we have adapted our clients’ systems to match their needs, some moving to the cloud to allow distance working, others moving the systems back to their local network servers, as offices re-open. The past month has been busy at RDF with all our Revenue Specialists working with client institutions to continue the services offered, in spite of the setbacks experienced due to the pandemic. In Liberia, our team successfully conducted FUSION training with the Liberia Revenue Authority over Zoom platform. 10 civil servants from the Liberia Revenue Authority participated and are currently gearing up for the next round of training sessions. In Cameroon, RDF developed a new functionality to manage audit procedures, which is currently undergoing testing from the client institution. A busy start to 2020 at RDF, with numerous activities and milestones being achieved in our implementing countries! In Mali, RDF successfully deployed its RD Monitor System to support the formalisation and collection of information on the ASM sector in the two rural municipalities, Sadiola and Faléa. Moreover, our project in Ghana successfully completed the digitization of all mining licenses and showcased the online applications process in the Mining Indaba conference.  In Cameroon, our developer Lidia held informative training sessions on system maintenance and troubleshooting with the FUSION Helpdesk Staff. The Revenue Development Foundation is successfully venturing into 2020 with projects in over 10 countries in Africa and Central Asia. While a new FUSION and Golvn project was initiated in Senegal, Ghana recently saw the kick off of phase 2 of MCAS project. Throughout 2019, several training sessions were held and upgrades were done to our systems in Malawi,  Zambia, Mali, Liberia, Afghanistan, Congo and Sierra Leone. Over the last four months, RDF has introduced features that allow companies to submit license applications online. The Online Repository is a portal for accessing license data for public transparency. For mining company representatives it is also an online application portal, where they manage their applications and licenses. It will be the main communications vehicle for government to company liaison, ensuring systematic and accountable compliance of mineral rights. This functionality has been enabled in all countries using the Online Repository.
On November 25 2018, Afghanistan’s Government Media and Information Center (GMIC) hosted Her Excellency, Ms. Nargis Nehan, acting Minister of Mines to officially launch the Online Transparency Portal in the presence of Deputy Minister Anyatullah Momand, Director of the Ministry of Mines and Petroleum (MoMP), Mahbobullah Rabani, several media outlets and members of the afghan civil society. The Online Transparency Portal (https://transparency.mom.gov.af/) is a portal that publishes data from Afghanistan’s Ministry’s Mining Cadastre Administration System (MCAS) with payment information from the Non Tax Revenue System (NTRS). The Online Repository portals publish the entire mining license registry, owner details and payments data directly from the mining cadastre system. On 19 October 2017, the National Minerals Agency (NMA) in Freetown, Sierra Leone launched the new version of the Government of Sierra Leone Online repository by holding a one-day workshop. The workshop brought together participants from different stakeholders, Civil Society Organizations, Media, and some key players in the mining sector. The new online repository was built from the scratch by the Revenue Development Foundation (RDF), after years of engineering work and contrastive feedback from different users.
