Started in December 2019 with a World Bank funding, RDF have implemented the key systems required for EITI mainstreaming in Senegal. The achievements are substantial and place Senegal as one of the forerunners in terms of modernization of EITI processes. The technical solution deployed during the project consists of several interconnected RDF systems: FUSION, GovIn, the GovIn Administrator Interface, and the Online Information Portal. We are incredibly proud to announce that the Direction Générale des Impôts (DGI) in Cameroon has launched RDF’s system for online submission of annual tax returns (Déclaration Statistique Fiscale). The project is implemented together with the German Development Cooperation (GIZ) under the Programme d’Appui à la Modernisation des Finances Publiques (PAMFIP). The system allows for electronic submission of annual tax returns using RDF’s new GovIn portal online. RDF signed yesterday an MOU with the Liberia Ministry of Mines and Energy for long-term technical support for the MCAS system running at the Ministry, the Online Repository portal and related systems. The MOU is valid for seven years and the intention is that the partnership exists for as long as the Ministry use RD systems and/or for as long as RDF exists. The systems from RDF is provided free of any software license costs.
Today, RDF signed an agreement with the Ministry of Natural Resources, Energy and Environment for implementation of the second phase of the forestry cadastre system project. The first phase was implemented in 2013-2015, with funding from the Norwegian Ministry of Foreign Affairs. This second phase will expand on the system usage to more license types and offices, also providing more transparency on forestry licenses.
On November 25 2018, Afghanistan’s Government Media and Information Center (GMIC) hosted Her Excellency, Ms. Nargis Nehan, acting Minister of Mines to officially launch the Online Transparency Portal in the presence of Deputy Minister Anyatullah Momand, Director of the Ministry of Mines and Petroleum (MoMP), Mahbobullah Rabani, several media outlets and members of the afghan civil society. The Afghan Ministry of Mines and Petroleum, represented by the Minister of Mines, Hon. Nargis Nehan, has signed a Memorandum of Understanding with RDF. The document states the Ministry’s intention to move forward with RDF systems, using them for mining license management, processing of mining rights applications in the future, compliance monitoring and payment registration. In return, RDF will continue to support the Ministry with or without project funding in order to secure the achievements in data management and transparency. Yesteday, RDF signed a Cooperation Agreement with the Minsitry of Hydrocarbons in Brazaville for the implementation of OGAS and Online Repository. The congolese government have set a deadline of April 2018 to have the portal operational, publishing all oil and gas licenses, contract terms and associated payments to the public and investors. Project implementation will start in January.
On 19 October 2017, the National Minerals Agency (NMA) in Freetown, Sierra Leone launched the new version of the Government of Sierra Leone Online repository by holding a one-day workshop. The workshop brought together participants from different stakeholders, Civil Society Organizations, Media, and some key players in the mining sector. The new online repository was built from the scratch by the Revenue Development Foundation (RDF), after years of engineering work and contrastive feedback from different users.
