On April 10, 2025, RDF kicked off the Project Strengthening Digital Processes at the Cameroonian Tax Administration. The aim of the project is to put into place end-to-end processes for taxpayers to both enhance and ensure the sustainability of the existing TAS, GovIn, ATOM, and FUSION systems. These systems were previously successfully implemented in Cameroon in past RDF projects. Additionally, the project seeks to focus on training and capacity building to cement ownership of these systems within the Direction Générale des Impôts (DGI).
This latest project builds upon the progress RDF has made working with the Cameroonian Tax Administration over the past decade on its digital systems and follows on from an earlier one finished in May 2023. In that project, RDF successfully completed a GIZ-funded implementation of the GovIn/TAS tax administration system that is now used in other countries like Côte d’Ivoire. Over the years, these systems have made a significant impact for DGI and for Cameroonian citizens. The Govin/TAS system has enabled DGI to accept online submission of 13 different forms, both on a one-time basis and at regular monthly or annual intervals.
In 2024, DGI saw a substantial 70,000 companies and 84,000 individuals submit their annual tax declarations via the system. The digitization of these payments enables rapid tax reconciliation, allowing DGI to both readily detect any differences between expected payments versus actual payments made and to produce official documents, such as registration certificates. As a result of this successful implementation, in the most recent Tax Administration Diagnostic Assessment Tool (TADAT) evaluation, Cameroon saw a significant gain in its scores, with RDF systems directly affecting the following Performance Outcome Areas (POAs): Integrity of the Registered Taxpayer Base (POA 1), Timely Filing of Tax Declarations (POA 4), and Accurate Reporting in Declarations (POA 6).
Since kicking off the project, RDF has made rapid progress. It has already completed the inception phase of the project and will continue to work closely with the DGI’s staff over the coming months to ensure the project’s ongoing success.
