Digital collection of market taxes in N’Douci, and in 6 other municipalities

Since March 2024, collectors in the municipality of N’Douci have been using the SYGIDAN-Recettes system to collect market taxes from the main market. Six other municipalities, including Akoupé, Affery, Rubino, Assinie-Mafia, Tiapoum, and Katiola, will follow in N’Douci’s footsteps by also embarking on the digital collection of market taxes from April 2024. RDF carried out a classroom training in the presence of the agents in charge of the collection of one-off and recurring taxes in N’Douci. The software was presented to them as a whole, then the training focused on the collection of market taxes using the mobile devices and printers made available by the PAMREC project.

Before the arrival of the PAMREC project in N’Douci, collectors recorded market tax payments through mobile devices. An agent from outside the municipality would then upload the collectors’ data to his database. He communicated to the steward only the totals of the taxes collected during the day. Without access to other data, its audits and analyses were limited. With the start of the PAMREC project and the introduction of SYGIDAN-Recettes, the manager, the financier, and any other authorized person in N’Douci have access to the payments even before the collectors return. Real-time analytics can be performed, as well as activity tracking of individual collectors, such as amounts collected and hours worked. The total amounts collected per collector are immediately available in the system, which avoids calculations and potential errors.

In view of a series of successful collections at the N’Douci market, the manager now wishes to extend the activities to the Bodo Market, the second largest market in N’Douci. With the old method, the municipality’s staff had to go to the national printing house in the neighbouring municipality to issue the market tickets. The system avoids wasting time, as the tickets are issued digitally by SYGIDAN-Recettes.

The deployment of the solution in N’Douci represents a critical step in the implementation of SYGIDAN-Recettes. By implementing the solution within the municipality, and then in other pilot areas to come, we have the opportunity to test its functionalities and identify areas for improvement as well as corrective measures for possible malfunctions. The RDF team on site therefore accompanies collectors to the market and listens to end users in order to observe the process and collect their observations. With the support of the specialists in the field who are conducting the trainings, we will extend the collection base to other types of tax in the coming weeks.
