Started in December 2019 with a World Bank funding, RDF have implemented the key systems required for EITI mainstreaming in Senegal. The achievements are substantial and place Senegal as one of the forerunners in terms of modernization of EITI processes.
The technical solution deployed during the project consists of several interconnected RDF systems: FUSION, GovIn, the GovIn Administrator Interface, and the Online Information Portal.
- FUSION is a data centralization and sharing platform with cross-referencing and data analysis functionalities, addressed to the collecting administrations. Automatically populated by some government systems, or updated through manual upload of data files by other government institutions, it periodically centralizes data on financial flows collected by the public administrations and registered in their systems. It is used by EITI to automatically reconcile government data with data declared by companies. It is also used to feed the online public information portal.
- GovIn is an online electronic declaration platform used in the context of this project by the extractive companies for the submission of their EITI declarations, which then get centralized and analyzed in FUSION.
- The GovIn administrator interface is a management tool for the GovIn platform, which allows the EITI National Secretariat to configure the system and consult the data filled in by companies.
Nine public entities were trained to send data to the FUSION platform: Directorate General of Taxes and Domains (DGID) , Directorate General of Customs (DGD), Directorate of Mines and Geology (DMG), Directorate General of Public Accounting and Treasury (DGCPT), Directorate of the Environment and Classified Establishments (DEEC), Directorate of Water, Forests, Hunting and Soil Conservation (DEFCCS),Social Security Fund (CSS), Senegalese pension provident institution (IPRES), Directorate of Hydrocarbons (DH)
The systems at DGCPT, DGID and DGD transfer data weekly and this is a completely automated process. Not all systems were able to connect to Fusion in this way though, and data from the other systems are uploaded on a regular basis by the respective units.
The project identified improvements in systems used and made a list of recommendations for making inter-governmental processes work better. The key systems are now in place, and all stakeholders are committed to the concept. It is anticipated that these systems will be a foundation for further improvements in compliance and transparency going forward, as well as setting a model for other countries to follow.
