We are incredibly proud to announce that the Direction Générale des Impôts (DGI) in Cameroon has launched RDF’s system for online submission of annual tax returns (Déclaration Statistique Fiscale). The project is implemented together with the German Development Cooperation (GIZ) under the Programme d’Appui à la Modernisation des Finances Publiques (PAMFIP). The system allows for electronic submission of annual tax returns using RDF’s new GovIn portal online. Over the last year, RDF has built a new portal for government to centralize all forms that are submitted electronically to government departments using systems like xCAS or RD Fusion. GovIn has a dynamic form builder that allows any form that citizens may submit to government to be quickly digitized, and added to the list of available forms that taxpayers can submit to government. RDF signed yesterday an MOU with the Liberia Ministry of Mines and Energy for long-term technical support for the MCAS system running at the Ministry, the Online Repository portal and related systems. The MOU is valid for seven years and the intention is that the partnership exists for as long as the Ministry use RD systems and/or for as long as RDF exists. The systems from RDF is provided free of any software license costs.
xCAS 5 is a platform of systems solving key challenges of government in several sectors, from online applications, to validation and approval of licenses, management of fees and payments, management of license holder reporting obligations including production reporting and continuously reviewing compliance of license holders. The Online Repository Transparency portal provides investors and the pubic with near real time information on the licensing status, insight into company ownership and enables due diligence following OECD guidelines. Today, RDF signed an agreement with the Ministry of Natural Resources, Energy and Environment for implementation of the second phase of the forestry cadastre system project. The first phase was implemented in 2013-2015, with funding from the Norwegian Ministry of Foreign Affairs. This second phase will expand on the system usage to more license types and offices, also providing more transparency on forestry licenses.
Over the last four months, RDF has introduced features that allow companies to submit license applications online. The Online Repository is a portal for accessing license data for public transparency. For mining company representatives it is also an online application portal, where they manage their applications and licenses. It will be the main communications vehicle for government to company liaison, ensuring systematic and accountable compliance of mineral rights. This functionality has been enabled in all countries using the Online Repository.
On November 25 2018, Afghanistan’s Government Media and Information Center (GMIC) hosted Her Excellency, Ms. Nargis Nehan, acting Minister of Mines to officially launch the Online Transparency Portal in the presence of Deputy Minister Anyatullah Momand, Director of the Ministry of Mines and Petroleum (MoMP), Mahbobullah Rabani, several media outlets and members of the afghan civil society.
