About RDF
The Revenue Development Foundation (RDF) is a non-profit consultancy helping governments in developing countries efficiently manage and mobilize domestic revenues — from natural resources, property taxes, and beyond.
We believe governments that can mobilize their own revenues are better able to lead their development agendas, strengthen accountability, and reduce aid dependency.

Aasmund is the founder of RDF and has served as Chair since its establishment in 2009. Aasmund spent over a decade working and consulting for UNDP across anglophone Africa and South-East Asia. He has been managing a long range of IT-related projects for government in developing countries.
Bengt is a former UNDP senior manager, now retired. Bengt managed UNDP's National Recovery Programme in Sierra Leone from 2002 to 2007, and has advised UN programmes in a range of countries. Bengt is a founding member of the board, where he has served since 2009.
Meryn is a strategy and digital marketing consultant involved in a range of technology startups. She has been a policy advisor for the Office of the Minister for Development of Small Businesses, Government of Australia. She is an advisor and board member of several fintech initiatives and mobile money companies.
Stefka is a finance controller and auditor. She has been RDF's Finance and Operations Manager for seven years, and now serves as a board member responsible for financial reporting and oversight.
Irene has 20 years of consulting experience in the energy sector, working primarily in East Africa. She is a sociologist and has worked on assessments of environmental impact, socio-economic surveys, capacity needs assessments, community mobilisation and sensitisation.

Daniella has 15 years of experience with independent project work across Africa and Asia. She has authored multiple publications on African development and resource industries, and has moderated numerous panels on African development.
Mathis is an international development manager with 15+ years of experience working for the EU and GIZ across Africa and Asia, with cooperation experience spanning UNDP, World Bank, IMF, and other major development institutions.

Our History
Sustainable Development Goals
RDF improves government management of licenses, permits and right to ownership and natural resources by implementing e-service portals, secure certificates and transparent ownership records.
RDF supports institutional reform by implementing rules-based processes using IT systems for licenses, permits and payments, including exports of commodities.
RDF supports government to mobilize domestic revenue through IT systems, improving efficiency and compliance.
Quality Policy
RDF Board has committed RDF to a quality policy with a focus on providing exceptional quality to our systems and services. Our IT systems should allow government institutions to effectively administer their processes in accordance with their laws and regulations. RDF implements the systems in the context of a project with clear objectives and workplans, using an agile approach allowing continuous improvements.
RDF does not charge any software license fees for governments in developing countries using our systems, and we spend all our resources focused exclusively on making our government clients successful.
RDF is certified in conformity with ISO 9001:2015 by DNV (CertChecker).
Organizational Ethics
RDF is an organization that values personal commitment, rational discourse and efficiency. These values are encouraged in order to enhance the organization's capability for innovation and impact. All staff and contractors should strive to embed the norms of performance, cooperation and innovation into their daily work.
All RDF personnel should be cognizant of their role while representing RDF, an organization that is closely associated with governments through its partnerships and contractual arrangements.
RDF employees and contractors must adhere to the RDF Organizational Ethics and Code of Conduct, which is based on the Code of Conduct for United Nations staff.
Annual Report and Audited Financial Statement
RDF publishes annual reports and audited financial statements in the interest of transparency and accountability. Our accounts are attested under ISAE 3402 Type 1 by PricewaterhouseCoopers (PWC).
