RD Quantum Overview

RD Quantum is a mobile data terminal that facilitates on-site data access to any RD system. The new version 2 also facilitate data entry and offline data submission back to the public administration system. 

RD Quantum has been built using Google Android and PostgreSQL technologies. It is available foir download on Google Play. You must have an xCAS user account to use it.

The app is currently in use by the governments of Sierra Leone, Mali and Ghana.

Login with your xCAS username

NOTE: Your system administrator must first enable your account for Quantum usage.

You also need to select the correct country server, where you are a user.

Synchronize to download data

On your Home screen you will see when last synchronization was made and which dataset is loaded. You are now ready to use the data.

Search, find and lookup licenses

Use one of the many ways to search the dataset and find the license you are looking for. 

For application and licenses you can select whether you want to list licenses by type, status, owner or how nearby they are. Whenever you see a list of licenses you can always use the search button at the top menu to narrow it down further.

See the licenses map, and navigate to it

For each licenses there is a map showing the entire area in relation to where you are. Now you know how far away it is, and which direction, or if you are right in it.

File a report for others to follow up on

Create a note to describe your findings. The next time you synchronize your colleagues and other quantum users may see your note and respond to it.

Is RD Quantum available on Google Play?

Yes, this app is distributed through Google Play and will be automatically upgraded with newer versions there.  

Does it work offline or in areas without data coverage?

Yes, it stores data on the phone and transfers data when you are back in coverage area or connect to your computer with USB cable.

Information Collection And Use

While using our Service, we may ask you to provide us with certain personally identifiable information that can be used to contact or identify you.

Log Data

When you access the Service by or through a mobile device, we may collect certain information automatically, including, but not limited to, the type of mobile device you use, your mobile device unique ID, the IP address of your mobile device, your mobile operating system, the type of mobile Internet browser you use and other statistics ("Log Data").

In addition, we may use third party services such as Google Analytics that collect, monitor and analyze this type of information in order to increase our Service's functionality. These third party service providers have their own privacy policies addressing how they use such information.

Location information

We may use and store information about your location, if you give us permission to do so. We use this information to provide features of our Service, to improve and customize our Service. You can enable or disable location services when you use our Service at anytime, through your mobile device settings.


Cookies are files with small amount of data, which may include an anonymous unique identifier. Cookies are sent to your browser from a web site and stored on your computer's hard drive.

We use "cookies" to collect information. You can instruct your browser to refuse all cookies or to indicate when a cookie is being sent. However, if you do not accept cookies, you may not be able to use some portions of our Service.

We may employ third party companies and individuals to facilitate our Service, to provide the Service on our behalf, to perform Service-related services or to assist us in analyzing how our Service is used.

Our Service does not address anyone under the age of 13 ("Children").

We do not knowingly collect personally identifiable information from children under 13.
