RDF in 2015 Highlights

2015 saw a year of growth and change with the launch of new software systems, new projects, closure of others, new colleagues, and numerous project milestone achievements.

SOFTWARE UPDATES

Our flagship software system, the Mining Cadastre Administration System (MCAS), recieved a major upgrade at the beginning of the year. MCAS 4.0 was launched at the Mining Indaba conference in Cape Town in February, 2015. The upgrade has full GIS capabilities offering visualization and intelligent spatial data validation. It uses the latest web technology, latest security protocols, improved revenue management and exchanges data with other systems thanks to the RDx data exchange standard. Its brand new user interface, more intuitive and based on the governments needs, enhaces the user experience. MCAS will see more upgrades in 2016.

We also released our first payment system for non-tax revenues, the Non-tax Revenue Payments System (NTRS), which integrates with any system using the RDx open integration protocol. The systems received Orders to Pay eletronically from MCAS or other systems, and allows payments to be processed and recorded and reported according to the national revenue codes, aligned with the accountant-general's requirements.

NEW COUNTRIES 

We launched projects in two new countries this year, in Ghana and Zambia.

The Ghanaian Ministry of Lands and Natural Resources , in cooperation with the Australian High Commission to Ghana, launched the Implementation of License Administration System Project for the Mining Sector in Ghana in June, 2015. The two-year project is aimed at improving the effectiveness, accountability and compliance of the management of mining licenses and associated royalties in Ghana. Revenue Development Foundation will provide the technical assistance and development of a computerized administration system designed to make the processing, issuing and monitoring of mining licenses more efficient. Ultimately this should lead to increased investor’s confidence and an increase of revenue base. Read more here

In Zambia, RDF is a member of a consortium lead by Adam Smith International. The project was launched in June, 2015, with funding from the European Union, to support the Zambian Ministry of Mines, Energy and Water Development. The Mineral Production Monitoring Support Project aims to increase revenues from the mining industry by better regulating and monitoring mining production in the country. Read more here.

PROJECT CLOSURES

The first phase of a project with the the Forestry Department of Malawi (which sits within the Ministry of Natural Resources, Energy and Mining) was completed in June, 2015. The Forestry Rights Administration Support Project (FRASP) project aimed to strengthen administrative management of licensing and revenues. The project was funded by the Norwegian government through the Royal Norwegian Embassy in Lilongwe. Read more here. A second phase was requested by the Ministry, which is under consideration.

Another forestry project closed in Sierra Leone, funded under the EC/FAO FLEGT programme. 

Our Mineral Rights Administration Projects in Sierra Leone, Liberia and Mali are ongoing after the launch of new phases.

OUR SPECIALISTS IN THE FIELD

RDF's Revenue Specialists are based in client institutions, working side-by-side with government colleagues, implementing our systems, and, through their work, improving efficiency and accountability. Several of them have been promoted based on their strong performance, including Myriam Amadou, who is based in the Minerals Commission of Ghana, Ishmael Abeyie, who is based in the Ministry of Lands, Mines and Energy in Liberia, Eva Kirch, who is based in the Revenue Authority in Cameroon, and Samuel Koli, who is based in the National Minerals Agency in Sierra Leone. 

IMPROVING OUR EFFICIENCY

As a growing organization, RDF has also improved internal management and control routines with the implementation of an enterprise resource planning (ERP) system. The system helps us manage all our contracts, human resources, and project and financial management all in one place. Our Board is also being restructured with a professional strategy and oversight control committee.
