This past month, in light of the challenges posed by the pandemic, RDF worked with clients across the globe in transferring the systems to cloud-based servers to facilitate working from home. Despite COVID-19 disrupting the socioeconomic conditions in all countries we work in, RDF has continued to achieve significant milestones in the past month. EITI Senegal went live with RDF’s GovIn module, allowing oil and mining companies to submit their declarations online for the 2019 fiscal year. Concurrently, government administrations started using RDF’s Fusion in Senegal, which was implemented to facilitate the cross-institutional integration of data across the extractive industry sector. Now more than ever, government public administration systems are important in order to allow civil servants to remain operational under restrictions. Government institutions in 12 developing countries are using RDF systems and over a thousand civil servants are registered users, performing a key part of their work in their respective systems. RDF staff remain at their country duty stations, as normal, implementing projects and supporting their government counter-parts. A busy start to 2020 at RDF, with numerous activities and milestones being achieved in our implementing countries! In Mali, RDF successfully deployed its RD Monitor System to support the formalisation and collection of information on the ASM sector in the two rural municipalities, Sadiola and Faléa. Moreover, our project in Ghana successfully completed the digitization of all mining licenses and showcased the online applications process in the Mining Indaba conference.  In Cameroon, our developer Lidia held informative training sessions on system maintenance and troubleshooting with the FUSION Helpdesk Staff. The Revenue Development Foundation is successfully venturing into 2020 with projects in over 10 countries in Africa and Central Asia. While a new FUSION and Golvn project was initiated in Senegal, Ghana recently saw the kick off of phase 2 of MCAS project. Throughout 2019, several training sessions were held and upgrades were done to our systems in Malawi,  Zambia, Mali, Liberia, Afghanistan, Congo and Sierra Leone. We are incredibly proud to announce that the Direction Générale des Impôts (DGI) in Cameroon has launched RDF’s system for online submission of annual tax returns (Déclaration Statistique Fiscale). The project is implemented together with the German Development Cooperation (GIZ) under the Programme d’Appui à la Modernisation des Finances Publiques (PAMFIP). The system allows for electronic submission of annual tax returns using RDF’s new GovIn portal online. Over the last year, RDF has built a new portal for government to centralize all forms that are submitted electronically to government departments using systems like xCAS or RD Fusion. RDF signed yesterday an MOU with the Liberia Ministry of Mines and Energy for long-term technical support for the MCAS system running at the Ministry, the Online Repository portal and related systems. The MOU is valid for seven years and the intention is that the partnership exists for as long as the Ministry use RD systems and/or for as long as RDF exists. The systems from RDF is provided free of any software license costs.
xCAS 5 is a platform of systems solving key challenges of government in several sectors, from online applications, to validation and approval of licenses, management of fees and payments, management of license holder reporting obligations including production reporting and continuously reviewing compliance of license holders.  The Online Repository Transparency portal provides investors and the pubic with near real time information on the licensing status, insight into company ownership and enables due diligence following OECD guidelines.  The portal allows license holders to submit Online Applications to xCAS for processing.  The RD Quantum mobile app gives inspectorate and field staff access to xCAS data in the field, and can […]
